Registering a birth and applying for benefits
A child’s birth must be registered and the child named within one month of birth. This can be done online via the e-population register. The service is available to all parents, regardless of whether they are married.
If you wish to apply using a paper form, or if online submission is not possible (for example, for underage parents), please contact your local municipality or city government. Birth registration can also be completed there.

One-off birth allowance in Tallinn
The one-off birth allowance is €350, paid in two instalments (€175 after birth + €175 at 1 year of age)
The application can be submitted when registering the birth at the Tallinn Vital Statistics Office or online at https://taotlen.tallinn.ee/through.
Please bring:
- parent’s identity document
- bank account details
The allowance is granted if both parents are residents of Tallinn before the birth of the child, and at least one parent has lived in Tallinn continuously for at least one year prior to the birth, according to the Population Register.
For single parents, the parent must have been a registered resident of Tallinn for at least one continuous year before the child’s birth.
The application must be submitted within six months of the child’s birth. The allowance is paid in two parts: 50% after birth and 50% when the child turns one year old, provided that both the child and the parent(s) remain registered residents of Tallinn from birth until the child reaches one year of age.
Benefits paid by the Social Insurance Board

Once the child’s birth has been registered, the Social Insurance Board will send the parent(s) an email with an offer to receive family benefits. The parent must confirm acceptance via the self-service portal: https://iseteenindus.sotsiaalkindlustusamet.ee (login using ID-card, mobile-ID or Smart-ID).
State lump-sum maternity allowance from €320.
Monthly child allowance for the first and second child is €60 per month, from birth until the child reaches the age of 16.
If a child is enrolled in primary school, gymnasium or vocational secondary education and does not yet have secondary education, child support is paid until graduation or until the end of this academic year, when the child turns 19 years old.
From the third child onwards, child support is €100 per month. Allowance for families with three or more children is €300 per month.
Single parent child support is €19.18 per month, from birth until the child reaches the age of 16.
Conscript’s child support is from €300 per month.
Parental benefit
For parents without employment income in the previous calendar year (e.g., unemployed or students), parental benefit is paid from the birth of the child until the child reaches 18 months of age. Income tax is deducted.
For working parents, parental benefit is paid for 435 days following maternity leave (140 days). Income tax is deducted.
The child’s father may begin receiving parental benefits once the child is 70 days old.
